Legal Aid, Livelihood & Economic Empowerment
PDF supports vulnerable communities to achieve economic independence while strengthening their ability to claim and defend their rights. Through more than 300 Village Savings and Loan Associations (VSLAs), over 6,000 members have mobilized upwards of TZS 500 million in savings—unlocking access to capital for small businesses, agriculture, and household needs. These groups have become a launchpad for entrepreneurship, especially among women, youth, and persons with disabilities.
Our livelihood initiatives provide training in business skills, value addition, and enterprise development—enabling communities to generate sustainable income through horticulture, food processing, sanitation services, and other trades. Working closely with local government authorities, we create supportive environments for small businesses to thrive and contribute to local economies.
Access to justice is a critical part of empowerment. Through the Msaada wa Kisheria mobile app—one of Tanzania’s pioneering legal aid platforms—and a network of trained community paralegals, PDF delivers legal education, counselling, representation, and referrals to marginalized populations. This ensures that individuals can navigate everyday legal challenges confidently and receive support when their rights are at risk.
By linking legal empowerment with economic opportunity, PDF helps communities build resilience, reduce exploitation, and participate more fully in social and economic life.

Enabled low-income urban residents in Dar es Salaam — especially women and youth — to understand, claim, and defend their economic legal rights through legal education, counselling, representation, and community awareness initiatives. - Youth Engagement in Sanitation Business (YESB) (2018–2021, CRS & HDIF)
Supported youth-led sanitation enterprises in Mbeya Region through entrepreneurship training, construction of school latrines, installation of biogas systems, and promotion of digital platforms to market sanitation services. - Haki Jinai: Strengthening Access to Justice and Human Rights Protection (2019, UNDP)
Supported legal aid providers to assist individuals navigating criminal justice reforms by offering legal information, advice, representation, and follow-up of cases.
