Urban Legal Empowerment (Haki Uchumi) Project
The Haki Uchumi Project was implemented in five municipalities of Dar es Salaam — Ilala, Kinondoni, Ubungo, Temeke, and Kigamboni — with one ward targeted in each: Buguruni, Kawe, Kigogo-Mburahati, Mbagala Kuu, and Vijibweni. The project promoted equitable access to justice by empowering poor urban communities — especially women and youth — to understand, claim, and defend their economic rights.
Key services included legal education, counselling, drafting, representation, referrals, and follow-up of cases. PDF also provided legal awareness through community meetings, media, and its Msaada wa Kisheria mobile app, improving access to legal information and support.
To address economic barriers, the project worked with local governments to link community groups to loans and formalize small enterprises. It also facilitated the creation of an online loan application system, a Regional Economic Rights Technical Working Group, and an MSMEs forum to help entrepreneurs access financial services, registration support, and advocacy.
By integrating legal empowerment with livelihood opportunities, the project helped urban communities navigate everyday legal challenges and build more secure, just, and economically resilient lives.
